ABAG Energy Watch

A joint project of Pacific Gas and Electric Company and the Association of Bay Area Governments (ABAG)

ABAG Energy Watch, managed by the Association of Bay Area Governments (ABAG) is a joint program with PG&E to provide local governments  in the San Francisco Bay Area with sustained technical assistance to help them achieve the benefits of improved energy efficiency in their own municipal buildings, as well as provide policy assistance to benefit the larger communities.

ABAG Energy Watch is open to local governments in the following counties:  Alameda, Contra Costa, Marin, Napa, San Mateo, Santa Clara, Solano and Sonoma.

PROGRAMS
Facility Services
ABAG Energy Watch provides monetary incentive and technical assistance for a wide range of energy-efficiency measures, including lighting; heating, ventilation and air-conditioning (HVAC) projects; retrocommissioning; optimization of water pump and motor operations, and energy management software optimization. Services include: 

     Energy assessments and analyses
     Energy engineering and savings verification
     Design review for energy-efficiency improvements
     Retrocommissioning to optimize operation of existing building equipment
     Greenhouse gas emission analysis of energy-efficiency projects    
     Developing equipment specifications
     Computer power management
     Assistance acquiring contractor services and obtaining project financing
     Referrals to self-generation, load management, and demand response resources

Energy Efficiency Policy Assistance
ABAG Energy Watch can provide energy-efficiency policy assistance to include community-wide programs and ordinances. In addition, the program will present customized workshops on energy-efficiency topics pertinent to local governments.

Local energy policies and programs (e.g., energy element of General Plans and Climate Action Plans)
     Energy ordinances and codes 
     Green procurement policy assistance
     Green building guidelines
     Community education initiatives

Senior Energy Services Direct Install Element
The direct install element of ABAG Energy Watch is designed to provide turnkey lighting efficiency improvement services to  under-served, senior facilities in the ABAG territory. Senior facilities are eligible to receive inspection, installation, and project oversight services that maintain or improve lighting quality while also reducing electric load.

California consumers are not obligated to purchase any full fee service or other service not funded by this program. This program is funded by California utility ratepayers under the auspices of the California Public Utilities Commission (CPUC). Funding is limited. Rebates and services are provided on a first-come, first-served basis until December 31, 2008 or until program funds are depleted, whichever comes first.
